XPS has a uniform closed-cell structure that gives cleaner cuts and a better paint surface. Yes. Score with a sharp craft knife and snap along the line for a clean edge. For more complex shapes, use a hot wire foam cutter. A fine-tooth hand saw also works well for thicker sheets. PVA glue, double-sided tape and solvent-free foam adhesive all bond well.
